Kathy Coyne, MEDes (Planning), EdD

Dr. Kathy Coyne specializes in participatory, community-based approaches to planning and evaluation for socially excluded communities. With over 20 years of experience working with inner-city, First Nation and immigrant communities in non-profit, government and post-secondary institutional settings, she draws out the inherent expertise and assets of the program stakeholders and community members in order to build communities, strengthen the project outcomes and ensure the validity of the data collected.
In 2002, she completed a Doctorate of Educational Leadership and Policy following two years of research on community development and capacity building in vulnerable communities.
Exploring innovative approaches to working with community organizations, Kathy teamed up with PLAN:NET Limited of Calgary to promote and facilitate the Splash and Ripple approach to Performance Management in Vancouver. She regularly facilitates workshops on outcomes measurement or performance management for the City of Vancouver, Vancouver Coastal Health and other government and community agencies. Her work in supporting community organizations in monitoring and evaluation gives her a broad awareness of issues facing the non-profit sector and an ability to work with the broad range of interests in our community.
Dr. Kathy Coyne is a leader in community-based outcome planning and evaluation in British Columbia. Kathy brings the following foundation of experience to her roles:
• ten years experience managing research and evaluation projects with demonstrated skill in qualitative and quantitative design and analysis;
• fifteen years experience in community development roles in health, education, multicultural, arts, and social service sectors, using empowerment and capacity building approaches amongst vulnerable populations;
• strong knowledge of social exclusion issues impacting aboriginal people, women, and inner-city communities;
• five years experience in supporting government and community to adopt outcomes oriented planning and management through training, material development, and policy development
• well developed facilitation and conflict resolution skills; and
• strong track record in collaborative development of research initiatives.
On a personal note, Kathy grew up in Fort Smith North West Territories and has since lived in rural and urban areas of Alberta, NWT, Yukon and British Columbia. A single mother of three sons, Kathy has some experience with the challenges of getting by on a low income. She credits special opportunities to go to university for her ability to raise her kids and give them opportunities.
